Research and Development Centre for Local Authorities and Non-Governmental Organisations
Objective:
1. To establish an effective system for securing external funding, primarily from European sources outside the Cohesion Policy.
2. To professionalise and optimise management processes within local government units and NGOs.
- statistical and financial analysis of areas of growth and problem areas within local government bodies, including an assessment of: specific aspects of the functioning of local government bodies and NGOs, together with the formulation of recommendations for action,
- the creation and implementation of an effective communication system, subject to ongoing evaluation, between: the local authority and residents, businesses, non-governmental organisations, other local government units, organisational units at county and provincial level, the state administration, and contractors and service providers,
- drafting and monitoring the implementation of strategic documents of local government bodies and NGOs and their organisational units,
- a survey of the views of residents and administrative staff of individual local government bodies and NGOs,
- legal and financial security and cybersecurity in local government bodies and NGOs,
- skills development and training for staff and opinion leaders.
The digitalisation of processes and workstations within the organisation, and above all:
- an audit of workstations and processes with a view to the optimal use of digital technology,
- the use of computer programmes to streamline administrative processes and procedures,
- the introduction of modern applications for communicating with organisations and entities within the local government and NGO sectors,
- the creation of an electronic platform for the exchange of information between local government bodies and NGOs regarding legal provisions, best practice in terms of the solutions applied in specific areas of the operations of local government bodies and NGOs, and the resolution of emerging issues.
